App Component: Money Requests

Action Performed:

1. Go to staging.expensify.com
2. Go to workspace chat.
3. Submit two expenses to the workspace chat.
4. Open the expense report.
5. Open any expense row.
6. Send a few messages to the transaction thread.
7. Go to Account > Troubleshoot > Clear cache and restart > Reset and refresh.
8. Go to Inbox.
9. Open the transaction thread with messages from Step 6.

Expected Result:

Comment section will show up at the top while the report is loading.

Actual Result:

Comment section shows up at the bottom while the report is loading.
