Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense and click Submit.
4. Go to workspace settings > Workflows.
5. Disable Add approvals.
6. Go back to the expense report.
7. Click More.
8. Change approver option is hidden - Expected.
9. Go to Reports > Reports.
10. Select the report via checkbox.
11. Click dropdown button.

Expected Result:

Change approver option should be hidden when Add approvals is disabled in Workflows.

Actual Result:

Change approver option is not hidden when Add approvals is disabled in Workflows.
