Check if the OpenApp has finished or not before updating Onyx data

Details

• We recently made changes in the backend to send pusher updates whenever NVP changes.
• We send an ID with each pusher update. The front end code uses this ID to determine if we have updates that we have missed.
• If we missed any updates, the front end calls ReconnectApp.
• Pusher updates for NVP updates were reaching the front end before OpenApp command finishes, resulting in overwriting the data returned from OpenApp.
• This PR ensures that we ignore any Onyx updates that comes before OpenApp finishes. By doing so, we ensure that the ReconnectApp command is not called unnecessarily when the user first signs in.

1. Visit the site on a browser. Open the browser network tab.
2. Sign out of New Expensify and sign in again.
3. Check that ReconnectApp is NOT called.

For internal engineer, you can put a sleep statement right before this line in the Web-E code to test this under a slow OpenApp execution time as the original issue happens under this condition

    This PR is related to how to handle the Onyx updates. I tested this on the browser where I can see the network requests
