This is the continuation of moving from getSearchText to filtering the lists. Here we are migrating the logic in New Chat page

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines

@hungvu193 this PR (and a few others) was in draft for pretty long time because it was waiting for #40235 to be merged first. I can see the issue was closed after merging it during my PTO 🤔 What should we do then? Should we create a new issue to link all of those PRs?
