Fix label style for push rows that are empty

This increases the size of our push row labels when there is no value present. cc @Expensify/design

1. Go to the Workspace editor and enable taxes
2. Tap on "New tax rate" to create a new tax rate
3. When the two rows for Name and Rate are empty, make sure the label text is using our normal font size (15px)
4. When the two rows have values, make sure the labels go back down to 13px font size.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

Hey @luacmartins - finally got around to this one, and it wasn't so bad! What's our process for having C+ review and help us with tests/screenshots? I don't have all of the platforms up and running locally - gonna need some help with Android and iOS at least.

Nice catch! For my own understanding, is there a way to see output like this from the command line when running locally? Basically the same thing we have in Web-Expensify where you see your grunt output that might contain errors or warnings.
