[CP Staging] Remove withPolicyAndFullscreenLoading from WorkspacesListPage

Details

The withPolicyAndFullscreenLoading hook and its props are unused in the workspacesListPage so remove it. The default for the policyID provided is -1 since this PR #42634 and this is not handled well on this page leading to this bug.
