Handle archived invoice rooms

Details

The PR fixes bugs with archived invoice rooms. The correct message is shown in the footer. Also, it creates a new room instead of sending invoices to the archived one.

1. User A: Sends an invoice to user B.
2. User B: Pays as business (so that the invoice room is upgraded to b2b).
3. User B: Deletes the workspace and the invoice room is archived.
4. User A: Opens the invoice room (which is archived).
5. User A and User B: Verify the footer message is "This chat is no longer active because ${policyName} is no longer an active workspace.".

Sending new invoices creates a new room
