• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

@dukenv0307 @luacmartins I think we can ignore the perf test since it compares the render times between this PR and main branch. In this PR we introduce modal prop in BaseEducationalTooltip (used in ReportActionCompose) so this cause an increase in re-rendering.
