Explanation of Change
This PR aims to fix some of the code that react-compiler signalizes as not compliant with React rules.
After investigating, it won't be easy to get rid of a significant number of react-compiler eslint comments in one PR, rather it should be a planned project like withOnyx migration/TS migration. But I don't think it is our priority at the moment. That being said, I think we can come back to this once it is a bigger priority for us (before upgrading to React v19)
