[Better Expense Report View] Show Review Required on held expense with violations

The linked issue is caused by the fact that the function returning Review Required didn't treat the hold as an RBR violation, it was also checked quite late, and due to RBRmessage === undefined checks, it wasn't displayed.
This PR provides a fix for that.
