[No QA] Forbid imports from src/ inside .github

Explanation of Change

This PR fixes a bug that was accidentally introduced here: #64735 (80cff7c)

Since EmptyObject.ts is now importing CONST from @src/CONST inside it and this file was being used in some GH scripts, @vercel/ncc will recursively transpile code from CONST.ts and end up trying to transpile stuff from RN, which fails to do so.

The solution I found is to copy any utility files being imported from @src/ to inside .github/ and forbids future imports in order to avoid this problem happening again.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
