fix: RHP shows not here page briefly after Unassign card

Explanation of Change

The fix requires a dual-key approach in the Onyx data structure to satisfy both the table's needs (no layout shift) and the details page's needs (no flash).

7. Verify that RHP will not show NotHerePage after Unassign card.
8. Verify that the table card row is updated to Unassign card UI without blinking or table layout shitf.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
