Reverts #82438

Fixed issues

• Report - System message generated for merchant rules not seen for track expense submitted to WS #82879
• Rules - "Apply to existing unsubmitted expense" gets disabled when rule is reopened. #82888
• Add merchant rule - Merchant rule not applied after member creating expense #82890
• [Due for payment 2026-02-27] Rules - Unable to save "Description" field by clicking enter as in the rest of the fields. #82891
• Rules - Deleted personal rules are still applied to newly created expenses #82892
• Rules - Workspace rule system message shown instead of personal rule system message #82896
• Rules - Rules behavior unchanged after merchant match type is changed to 'Exactly matches" #82899
• Expense - "Contains" match type not working for two-word merchant #82903
• Rules - Existing expenses not updated after applying merchant rule and no system message #82914
• [Due for payment 2026-03-02] Rules - Category row shown in Merchant Rule after offline category deletion #82936
