fix(duplicates): prevent offline forward navigation from getting stuck in loading

Explanation of Change

This change improves how the app behaves when someone loses connection while navigating through deleted duplicate-expense flows.

Before:

• After deleting a duplicate expense, using browser forward while offline could land users in a screen that never finished loading.
• Users saw an infinite loader instead of a clear outcome.

After:

• In offline mode, the app no longer waits indefinitely for report data that cannot be fetched.
• The same flow now resolves to the expected “Not Found” state instead of hanging.

1. Go to a workspace chat.
2. Create two expenses with the same amount (e.g., $10.00 each).
3. Open the expense report.
4. Click "Review duplicates" in the header.
5. Click on the first expense preview to open it > Click More → Delete → confirm deletion.
6. Turn off the network (airplane mode/disconnect).
7. Click the browser forward button once > you get: "Not Found" page.
8. Click the browser forward button again > you get: "Not Found" page.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

Explanation of changes

• Fixed offline loading-state handling for deleted/missing transaction threads across duplicate-review navigation paths.
• In src/libs/TransactionNavigationUtils.ts, hasLoadedReportActions() now treats missing reportMetadata as loaded when offline (return isOffline), so offline flows do not wait forever for data that cannot be fetched.
• In src/pages/inbox/ReportScreen.tsx, shouldShowNotFoundPage no longer lets isLoadingInitialReportActions block Not Found while offline, preventing the second forward navigation from entering an infinite loading state.
