[NoQA] restrict getReportName from calling any function

Explanation of Change

This PR add eslint rule to prevent getReportName from calling any function. This is to enforce that this function is purely read-only and all computations are added to computeReportName

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
