• Fixes Compliance Attorney can request changes to Project Approval Form OpenTechFund/apply-app#5
• Fixes GC, CFO, CEO can approve the Project Approval Form OpenTechFund/apply-app#6
• Fixes GC, CFO, CEO can request changes to PAF OpenTechFund/apply-app#7

Issues fixed via PR #2935:

• Fixes Approver user group role can request changes to PAF #2916
• Fixes Approver user group role can approve the Project Approval Form #2913
• Fixes User notifications on Compliance Proposal Approval Process transition #2920
