Create the boilerplate of the Dataset section with Dataset title

Overview of the Feature Request

The goal is to create a section for the Dataset page (View mode), which will be a canvas that will include all the UI elements related with the page.

The section will only contain the Dataset title, version and empty tab menu (files and metadata tabs), leaving the rest of the UI empty.
