The vision for a Publication Date facet is that we take the release dates of dataverses and datasets and combine them into the same Solr field as a facet. (We do something similar with dataverse affiliation and author affiliation.)

Please note that there is a separate ticket about implementing the ability to sort by the publication date facet: #3701.

The bulk of the work was done in commit 77c61ed (Thu Mar 20). Passing to QA. Some day I'd like to have range facets (see #3478).

Updated to reflect terminology change from release to publication
