What this PR does / why we need it:

Which issue(s) this PR closes:

Closes #8570

Special notes for your reviewer:

  • Please don't send to QA until the SWORD fix is in (PR remove NONE as a license option for SWORD, show available licenses #8551 #8558). For now, there's a stub about SWORD.
  • We forgot to delete a couple issue-specific notes when releasing 5.10. These have been deleted.
  • When writing about :FileCategories I realized that this new database setting is not in the normal place (the enum in SettingsServiceBean). We should fix this at some point.
  • I reminded sysadmins about the PostgreSQL upgrade.
  • I explained that the Payara upgrade isn't strictly necessary.

Suggestions on how to test this:

Sanity check the content.

Does this PR introduce a user interface change? If mockups are available, please link/include them here:

No.

Is there a release notes update needed for this change?:

This is a release note.

Additional documentation:

None.

Ready for review. I fleshed out the SWORD stub (now that the PR has been merged) and crossed out the note above to wait on reviewing. Go for it! 🚀

### Payara Upgrade

You may notice that Payara was updated from 5.2021.5 to 5.2021.6. This was to address a bug where it was not possible to easily update the logging level but an upgrade is not strictly necessary. For more information, see PR #8508.

Some additional text to point out that this is for new releases and existing installations don't have to update payara, and that that isn't part of the upgrade instructions below might be useful. E.g.:
You may notice that the Payara version used in the install scripts has been updated from 5.2021.5 to 5.2021.6. This was to address a bug where it was not possible to easily update the logging level. For existing installations, this release does not require upgrading payara and a payara upgrade is not part of the Upgrade Instructions below. For more information, see PR #8508.
