Insufficient balance check should be earlier in GA submission

The check to see if you have enough balance should happen when the user clicks the

button, not after they have wrestled with metadata, and done a lot of work

This can be done consuming the GET /ada-holder/get-voting-power/{stakeKey}
for retrieving ada holder balance and GET /epoch/params for gov_action_deposit value
