conda pkgs for reportengine

As mentioned in #651 when installing the nnpdf dependencies in a conda environment using

conda install --only-deps nnpdf

the reportengine version which is installed is not the latest one.
Similarly when running

conda update reportengine 

nothing happens. However, if in a new environment I run

conda install reportengine -c https://packages.nnpdf.science/conda

it does install the latest version.

This is strange. When I run

conda create -p /tmp/r reportengine

I get the latest one (reportengine-0.28.35) with the lockfile stuff.

But when I run

 conda create -p /tmp/xyx --only-deps nnpdf

it indeed wants to install an old one. No idea why.

Ok the issue is that we have incompatible pinned versions of pandas. Here it is pinned to 0.23 for some reason, while reportengine was made to only work for >1 for some other reason I don't remember now.

The pandas version being 0.23 has given me and James an awful lot of headaches recently in fact

It would be good to try to update it and see what it breaks. The problem being that some things are bound to break. Also pandas 1 had some truly horrible performance regressions (and it's unclear to me to which extend they have been resolved), so that should be checked for too.
