Does element-hq/synapse#19417 mean we can remove this now?

Or rather revert #481373?

Just tested it and yes, it can be removed.

Block federation requests and events authenticated using a known insecure signing key. See CVE-2026-24044 / ELEMENTSEC-2025-1670. (element-hq/synapse#19459)
