Windows Laptops take a long time (30sec-1min) to connect to co-pilot occationally

Sometimes windows laptops take a while to connect to Co-pilot. This can take as long as 60 seconds. This can be worked around if the user turns their wireless on and off once or twice (sometimes.) This may be related to the older version of Create_ap that we are using and may be fixed by addressing #58 .
