Description
This PR introduces a setting that turns off, the error ingestion process only. There is already
!disablevalue that can be provided asErrorQueuesetting that stops the process as well. However, it also prevents users from being able to retry failed messages (an option needed when upgrading from ver 4 to 5 of ServiceControl with data migration).Documentation
