review and relax test strings on R messages

Ferreted out our tests assuming base R messages as follows:

• Delete our own Chinese translations: rm -rf inst/po/zh_CN/LC_MESSAGES
• Edit test.data.table() to always set foreign=FALSE to ensure all strings are tested
• Run LANGUAGE=zh_CN Rscript -e 'library(data.table); test.data.table()'

Here are our failures:
