Note that, since v3.7.0rc0 was cut, we did merge some fixes to the formatting of the whatsnew document.

From offline discussion with @HGWright, the whatsnew bullet-points should be capitalised.
I've now fixed that, re-ordered them and and corrected for active voice, as in "We xxx" or "We have xx".
So I think that now looks better + is generally more in line with previous ones.

Thanks for the additions Patrick. Looks good. We had to close and reopen to rerun the RTD as it got stuck trying to upload the first time.
