Is there some known issue related to this I can't create development virtual environment either using Python 3 (3.6) or Python 2 (2.7): Collecting oslo.config<1.13,>=1.12.1

This PR is a follow-up with the latest tooz version (2.8.0) for Py3 and removed the dependency for Py2 as we're on Py3 only to #4904
@nmaludy @punkrokk - I just went through the open PRs for 3.4.0 and hope it's fine that I created this one.
