Confirmed it works end to end on Ubuntu 16.04 and Centos 6 with latest StackStorm/st2 master. ubuntu@ip-172-31-17-243:~$ bats st2tests/cli/test_pack_python3.bats
✓ packs.setup_virtualenv without python3 flags works and defaults to Python 2
✓ packs.setup_virtualenv with python3 flag works
✓ python3 imports work correctly
