feat: data-move-to & data-move-if - via snippet

Add snippet to support moving element to another at specific URL path.

Backup solution.

Caution

Unnecessary hack given #519 (released) and #522 (reverted) can be deployed, and either could be improved to not require deploy.

Testing

1. Add snippet.
2. Add element that has:
   • data-move-to="#cms-content"
   • data-move-if="/portal/projects"
   • style="display: none;"
3. Open page /portal/projects.
4. Verify alert is moved and shown.
5. Navigate to different section of Portal via Portal link.
6. Verify alert is hidden.
7. Navigate back to /portal/projects via Portal link.
8. Verify alert is shown.
9. Navigate to any CMS page.
10. Verify alert is hidden.
11. Navigate back to /portal/projects via Portal link.
12. Verify alert is shown.
