feat(CRater): Allow requests to be sent to Berkeley endpoint

## Description

A new CRater endpoint will be available soon. New models on this endpoint will have item ids that begin with "berkeley_". If item id begins with this prefix, send the request to the Berkeley endpoint. Otherwise, send the request to the ETS endpoint.
