There aren't any outstanding PRs for 0xb, the wasm demo is now serving 0xb bits (and 0xa bits, depending on
Wasm.experimentalVersion), and engines/tools started landing 0xb decoding, so seems time to merge this branch and start a new binary_0xc branch.
