HCM: checkbox colors incorrect for selected styles

🐛 Bug Report

Checkbox in selected and mixed states have the wrong colors in High Contrast mode

🤔 Expected Behavior

Selected and mixed states should use be HighlightText on Highlight

😯 Current Behavior

In High Contrast mode selected/mixed is either grey or the dark blue(emphasized).

💁 Possible Solution

    --spectrum-checkbox-quiet-box-border-color-selected: Highlight;

seems to be missing from skin.css. This might be caused by #3827
