feat(route): add route-config proof of concept

For some reason, SystemJS ignores the default extension when loading from the toplevel dir... this means that trying to import route-config actually resolves to http://localhost:4200/angular-cli/route-config (notice the lack of .js at the end). This gives a 404 and thus the build fails.

I changed route-config to be inside src/app as per #287 (comment) for now to get the tests to pass.
