Rename LocalToAzureDataLakeStorageOperator to LocalFilesystemToADLSOperator

Renaming for consistency:.

Local -> LocalFilesystem based on: LocalFilesystemToS3Operator, LocalFilesystemToGCSOperator
shorting AzureDataLakeStorage to ADLS based on: ADLSToGCSOperator.

Noting that we have other operators that use the full service name like: AzureDataLakeStorageDeleteOperator, AzureDataLakeStorageListOperator but I think the ADLS is preferred just like we use GCS rather than GoogleCloudStorage - This falls within case 6 Isolated cases of AIP-21 I will create PRs to handle them as well if we go with the shorter ADLS version.

To my knowledge this file is used to test the classes migrated from contrib to providers. It's being used in

airflow/tests/core/test_core_to_contrib.py

The LocalFilesystemToADLSOperator wasn't part of contrib. It was added directly to providers in #10814

The PR is likely OK to be merged with just subset of tests for default Python and Database versions without running the full matrix of tests, because it does not modify the core of Airflow. If the committers decide that the full tests matrix is needed, they will add the label 'full tests needed'. Then you should rebase to the latest main or amend the last commit of the PR, and push it with --force-with-lease.
