Follows the template set forward in #24643
@potiuk - Looks like I borked #25224 and it won't let me reopen it. This has the "adds Fargate system test" portion of that PR. The "SystemTestContextBuilder refactor" portion will come in a future PR once I sort out what happened. No need to hold up adding the new test over the refactor part though.
