Add docs on how to run the new
airflow/uiproject. And add temporary rules during Airflow 3.0 development, specifying when to contribute to the newairflow/uiandairflow/ui_apiprojects vs the legacyairflow/wwwUI and endpoints.^ Add meaningful description above
