Enabling TLS arguments for FastAPI

Passing SSL arguments down to process invocation for fastapi-api.

Have erred to leave a couple things untouched (for the moment at least).

• The debug branch as invoking via gunicorn has some odd logs (UI API CLI and Breeze integration #41896). Have assumed the intent for now is to keep debug using fastapi. fastapi cli does not seem to have flags for SSL/TLS.
• airflow/airflow/cli/commands/internal_api_command.py, have inferred from UI API CLI and Breeze integration #41896 that they're kinda separate

• Be sure to read the Airflow Coding style.
• Always keep your Pull Requests rebased, otherwise your build might fail due to changes not related to your commits.
