#46446 had limited retryhttp and was waiting on austind/retryhttp#20 (comment) to be fixed. testing the fix as austind/retryhttp#20 (comment) is resolved

NIT: we should likely make it !=1.3.0 -> just for posterity

Merging. The "generate constraints" alredy used the new retry and mypy checks passed.
