[R][Packaging] Dataset, Parquet off in autobrew and CRAN Mac builds

I believe this is happening for two reasons:

1- we didn't explicitly add -DARROW_R_WITH_DATASET and -DARROW_R_WITH_PARQUET in PKG_CFLAGS in https://github.com/autobrew/scripts/blob/master/apache-arrow

2- in r/configure, none of the conditions under which -DARROW_R_WITH_DATASET and -DARROW_R_WITH_PARQUET would be set are true (which I think is expected?)

This apparently does not affect the Homebrew version of Arrow installed with brew install apache-arrrow. When that is installed, r/configure sets these cflags to enable Dataset and Parquet

I guess the bottles that Jeroen makes don't include the cmake config. We could improve the detection to (e.g.) try compiling a test program. Hard-coding in the autobrew script is also sufficient for this particular problem, it's what we do on Windows too.
