[R][CI] Backwards compatibility job updates #46293
Description
Describe the bug, including details regarding any error messages, version, and platform.
The changes from #44971 removed a file that we copied so all of the compatibility jobs are failing. We should remove our attempt to move the helper function, but we also might need to do something to the source() inside of the extra tests to get it to actually source the arrow test files.
We should also update the jobs fro arrow 1.0.1, 2.0.0, and 3.0.0 to not be skipped.
