Azure filesystem test to run against Azure service or emulator #20511
Description
There are integration tests for the Azure filesystem in this PR: #12649. Before they are merged into Beam, the input file needs to be changed so that these tests run either against the Azurite emulator for Azure, or against an Azure account owned by Beam.
