#27578 broke https://github.com/apache/beam/actions/workflows/local_env_tests.yml?query=branch%3Amaster and introduced https://ci-beam.apache.org/job/beam_PostCommit_TransformService_Direct/ which is permared. We should revert and get back to a good state
