Reverts #1143

The 72 hour window for a technical change, to see if someone with a binding vote is going to veto the change, was not honored.

Can someone explain why this functionality is being removed?

@iilyak My comment was for changing ONLY the newly introduced endpoint, not changing the other endpoints.

We need a more detailed discussion here. Perhaps we should take this to the dev@ mailing list? PR/Issues aren't the best place to discuss this.

this was confusing but couchdb-dev chat concluded that we'll leave the removal in place.
