[Feature] Support synchronize remote Iceberg table and dababase #7980

- I had searched in the issues and found no similar issues.
Description
We support create Iceberg external table and database in PR #7391 .
When the table schema is changed in Iceberg, we need a interface to synchronize the changes in Doris.
When Iceberg table has a column which data type is not supported in Doris, the external table creation will fail.
