Change the defaults for enabling automatic metadata clean up that was introduced in
#11200 #11084 #11232 #11164 #11227
This change sets the durationToRetain to 90 days by default for each of the metadata types. Users may want to update this config during an upgrade if the 90 day durationToRetain does not match their use case.
