This adds tests for KIP-891. . This adds integration tests. It has dependency on the actual KIP implementation PRs and previous tests PRs and should be merged merge of all those previous PRs https://github.com/apache/kafka/pulls?q=is%3Apr+is%3Aopen+KIP-891
