KIP-891: Multiversioning in Kafka Connect - Config and Validation Tests

This adds tests for
KIP-891.
. This adds tests for connector config and validations with connector
versions. It has dependency on the actual KIP implementation PRs and
previous tests PRs and should be merged post
#17742 and
#18325
