Upgrade commons libs, freemarker, jackson, batik and flexmark

Minor dependency upgrades. There is still a lot more to upgrade but those are some of the low hanging fruits which hopefully should not cause problems.

One commit per module.

• batik from 1.16 to 1.17.
• flexmark from 0.64.6 to 0.64.8.
• freemarker from 2.3.30 to 2.3.32.
• jackson from 2.13.5 to 2.16.1.
• xerces from 2.8.0 to 2.12.2.
• commons-logging from 1.2 to 1.3.0.
• commons-codec from 1.15 to 1.16.0.
• commons-lang3 from 2.12.0 to 2.14.0.
• commons-io from 2.13.0 to 2.15.0.
• commons-fileupload from 1.4 to 1.5.
• commons-net from 3.8.0 to 3.10.0.
• commons-compress from 1.24 to 1.25.
