[Branch 2.7] Revert some PRs to fix CI for branch 2.7

Motivation

After cherry-picked some PRs directly to branch 2.7, the CI is broken.

Modifications

Revert some PRs:

• 10b4e99 "[fix][proxy] Fix client service url ([fix][proxy] Fix client service url #16834)" Causing compile error in unit test.
• 99c93d2 "[Build] Use grpc-bom to align grpc library versions ([Build] Use grpc-bom to align grpc library versions #15234)" Causing compile error as grpc version not updated in this branch.
• 5ad16b6 "upgrade aircompressor to 0.20 (upgrade aircompressor to 0.20 #11790)" causing License check CI failure.
• 32fe228 "[Branch-2.7] Fixed deadlock on metadata cache missing while doing checkReplication ([Branch-2.7] Fixed deadlock on metadata cache missing while doing che… #12484)" causing org.apache.pulsar.broker.service.BrokerBookieIsolationTest#testBookieIsilationWithSecondaryGroup failure.
• Revert changes of PersistentTopic#getMessageTTL in [Branch 2.7] Avoid potentially blocking calls to metadata on critical threads (#12339) #12340. It introduced a concurrent issue when updating NamespaceMessageTTL, causing AdminApiTest#testTopicStatsLastExpireTimestampForSubscription fails.
