RATIS-1899. Use EpollEventLoopGroup for Netty Proxies

Similar to RATIS-1898, to use EpollEventLoopGroup for Netty proxies.

Hi @szetszwo , I left out Netty proxies in RATIS-1898, I have added in this patch. Could you help take a look?

Since this is a Netty conf, let's move it to NettyConfigKeys. We should create a Client section as below:
